You launch DWQueryBuilder from within Dreamweaver.
Activate DWQueryBuilder from the Window menu in Dreamweaver.
Check this menu item to use DWQueryBuilder. Uncheck it to use the native Dreamweaver recordset dialog.

Make sure that you have an open document and that the document type is PHP/MySQL.
Use the Plus (+) button on the Databases tab to define a new database connection if you don't already have one.
Then use the Plus (+) button on the Bindings tab to create a new recordset using DWQueryBuilder or double click an existing item to edit it.
If you have more than one database connection defined then Dreamweaver will pass them all to DWQueryBuilder.
You can select the one you want from the dropdown list in the Properties dialog which is accessed from the File menu. If only one database connection is defined for your document the DWQueryBuilder will use that.
